Brian Gallagher has over 10 years of experience providing professional support to government contractors and government agencies in the areas of compliance, accounting and training. His experience includes providing assistance with drafting and implementing processes, policies and procedures for Contractor Business Systems as well as performing Business System compliance reviews.

His experience extends to also include developing incurred cost submissions, CAS Disclosure Statements, related cost impact models and developing Forward Pricing Rates. Brian has successfully prepared and supported clients through DCAA Audits, while monitoring and supporting compliance with the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and Cost Accounting Standards (CAS).

Since joining Capital Edge in 2010, Brian has successfully provided counsel to companies navigating matters spanning the entire contract lifecycle. While with Capital Edge, Brian has advised and supported contractors through the various stages of proposal preparation, contract specific and company-wide financial management, ongoing compliance, audit support and contract closeout. This experience includes the design and implementation of policies and procedures as well as reviews of contractor business systems for compliance with CAS, FAR and DFARS.

Brian has also been involved with the formation of forward pricing and provisional billing rates. He has also assisted in a wide variety of other compliance, accounting and financial areas with companies ranging in size from $30 million to over $30 billion. In addition to his experience with drafting and evaluating CAS Disclosure Statements, Brian has extensive experience with the preparation and review of Incurred Cost Submissions and currently supports a number of contractors undergoing various stages of audit by DCAA as well as other cognizant agencies.

He played a major role in the development of cost estimates in a proposal for an award exceeding $30 billion and was integral in assisting a $2 billion commercial company to adapt to the requirements of its first CAS covered contract.

In addition to direct services, Brian has assisted in presenting training for the Public Contracting Institute and Federal Publication Seminars.
