ABOUT THE POSITION

This newly created role reporting to the Vice President of Operations, the Director of HR & Talent Management will serve as a key member of Capital Edge’s leadership team and is responsible for setting out strategies and implementing programs across all aspects of the talent management cycle in order to sustain our family culture as a competitive advantage.   Leveraging strong agility to both craft the strategy and roll up sleeves to implement, the role will also provide forward-thinking expertise and guidance on all human resource  questions and issues while partnering closely with leaders, peers and staff to ensure a compelling employee experience.  This is a rare and dynamic  “blue sky” opportunity to shape the future of a small and quickly growing organization.  Up to 100% work from home is possible.

KEY RESPONSIBILITIES

The key responsibilities for this position have been organized into three main areas:

Talent Management

  • Work closely with the executive leadership team to develop and execute talent strategies that effectively support and enhance the overall business strategy.
  • Build and drive execution of a Talent Management strategy.
  • Assess the effectiveness of existing talent processes and programs.
  • Design, direct and implement talent management solutions including acquisition, onboarding, development, and succession planning.
  • Design and monitor analytics and metrics to measure program impact and effectiveness.
  • Develop results-driven performance management tools and processes that integrate with the organization’s values.
  • Partner and manage external HR and Talent Management vendor relationships.
  • Continuously stay abreast of emerging trends and best practices.

Workplace Culture

  • Develop, direct and monitor strategies and initiatives aimed at fostering a healthy workplace culture of accountability, trust, recognition, and results.
  • Proactively and effectively address aspects of workplace culture that impede organizational and individual effectiveness.

Human Resources

  • Advises the leadership team, managers and staff on the full range of HR questions and issues.
  • Designs and implements new or improved HR programs, policies, and processes to benefit the organization and mitigate risk.
  • Assess the need and options for HR vendors, systems and technologies.
  • In partnership with outside counsel, directs compliance with all applicable Federal, State, and local employment laws including, but not limited to EEO, ADA, FMLA, FLSA, ERISA, OSHA, ACA, workers’ compensation, etc.

REQUIRED EXPERIENCE

  • A minimum of 10 years of experience in the design, implementation and leadership of Talent Management, HR and Organizational Development efforts.
  • BS/BA required; HR, OD, IO, Business or similar Master’s degree preferred; PHR or SHRM certification preferred.
  • Proven success delivering strategic initiatives and process excellence across a range of Talent Management and HR cycle functions, including strategy, onboarding, culture assessment, change management, employee development and retention, workforce planning, and organizational development.
  • The temperament, mindset and interpersonal agility to build strong trusting relationships across all levels of the firm.
  • Demonstrated ability to translate business goals into effective strategies and initiatives.
  • Ability to challenge current norms and drive change through collaboration and partnership.
  • Highly organized with the agility to track and deliver on multiple simultaneous priorities.
  • Experience working in a matrixed and/or consulting work environment strongly preferred.

ABOUT THE POSITION

Senior Consultant is a full-time salaried position. The position is a hands-on role that will assist Capital Edge’s clients with their contracting, subcontracting and purchasing administrative and compliance needs. The Senior Consultant will heavily participate in Contractor Purchasing System Review (CPSR) and subcontract administration support projects. From time-to-time, the position may require performing end-to-end procurement services in a staff augmentation role for our clients.

KEY RESPONSIBILITIES

  • Possess an in-depth working knowledge of U.S. Government Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), Parts 15 (Contracting by Negotiation) and 44 (Subcontracting Policies and Procedures) requirements.
  • Utilize prior experience successfully operating in a CPSR-compliant environment to review client documentation and administration of transactions for our clients operating in the Federal contracts space, to include requisitions, sole/single source justifications, solicitations, source selection, negotiation memorandums, price/cost analyses, commercial item determinations and other purchase order/subcontract file compliance documentation.
  • Possess practical working-level experience in and knowledge of a variety of subcontract types, such as Firm Fixed Price, Cost Plus Fixed Fee, and Time and Materials.
  • Utilize previous knowledge and understanding of current/recent Defense Contract Management Agency CPSR Group standards, expectations, and processes to assist in preparing clients for CPSRs.
  • Leverage prior experience in developing, implementing, executing to, and/or monitoring CPSR compliance requirements and processes for client success. 
  • Assess client procurement processes, identify contractual and compliance risks, develop and design recommended options to mitigate the identified risks, and support the implementation and sustainability of the remedial approach selected. 
  • Mentor Capital Edge and client staff to advance technical expertise in subcontract administration and compliance with federal regulations. 
  • Utilize prior procurement lifecycle experience, from sourcing through closeout, to provide staff augmentation services to clients on-site at client facility or virtually. Staff augmentation services may include but are not limited to review of requisitions and SOW’s, initiating solicitations, conducting sourcing and source selection, conducting and documenting negotiations, performing price/cost analyses, writing commercial item determinations and ensuring other purchase order/subcontract file compliance.

POSITION REQUIREMENTS

  • Bachelor’s Degree; Advanced Degree preferred.
  • Minimum of four (4) years of relevant, progressive experience working in a contracting, subcontracting and/or purchasing role in a CPSR-approved purchasing system and/or with the U.S. Government.
  • Moderate-to-advanced knowledge of CPSR compliance.
  • Excellent oral and written communications.
  • Strong research, analytical and problem-solving skills. 
  • Self-motivated, energetic, problem-solving team player.
  • Ability to work in a fast-paced, cross-functional, and demanding environment with ability to balance conflicting priorities with minimal supervision.
  • Quick learner, proactive and projects a positive as well as open-minded mentality.
  • Proficient in Microsoft Office including Excel, Word, and PowerPoint.
  • Exposure to ERP systems such as Deltek Costpoint, SAP, PeopleSoft, Oracle, etc.
  • Depending upon client needs, moderate-to-heavy domestic and international travel post-pandemic.
  • Location is flexible with close proximity to an airport.
  • U.S. citizenship.
