Samantha "Sammie" Warnecki is a Manager with Capital Edge Consulting, Inc., located in their Tampa, FL office. She has significant experience in providing professional support to government contractors in the areas of government contract cost accounting, regulatory compliance, estimating, procurement, and training. Sammie is skilled in the areas of the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Department of Energy Acquisition Regulation Supplement (DEARS), Cost Accounting Standards (CAS), Davis-Bacon Act, Service Contract Labor Standards (formerly SCA), and Contractor Purchasing System Reviews (CPSR).

Sammie has performed numerous compliance gap analyses for client Business Systems, including Accounting, Estimating, and Procurement, and has also assisted in the development of client policies, procedures, and practices to accomplish compliance with DFARS Business Systems criteria and supported clients with overall general compliance. Sammie has served as an advocate for clients during audits. She has also supported clients with the preparation of Incurred Cost Submissions (ICS), Forward Pricing Rate Budget estimates, and Provisional Rate Models. Sammie has also developed training curricula pertaining to property management, cybersecurity, incurred cost submissions, SAM.gov, contract types, billing, and provisional rates.

Sammie has supported both DoD and non-DoD clients in preparing for Purchasing System reviews through her expertise in evaluating client practices to assess compliance with the DFARS Contractor Purchasing Systems criteria. She has also prepared and supported clients in Procurement Evaluation and Re-Engineering Team (PERT) Reviews.
